I'm in 12th CBSE. Financial Situation of my family isn't that good. My parents told me not to take any further steps towards applying abroad, but they obviously wish to send me to a good University. Are there any good Colleges (USA , Canada, HK-Singapore), that just might accept me with my Board Marks or SAT(1450, may), IELTS TOEFL, assuming I can afford the expenditures later on?

There are all kinds of opportunities for financial aid and assistance in good universities in the world. Even with financial aid, it is likely your parents may have to spend some money. The question is how much can they afford. There are also universities that less expensive where you have a good chance of being admitted with merit scholarships since your SAT score is good and you seem to be a good student. I could probably give you more focused advice if I knew a little more about you and your aspirations!
